City of Saint Paul

Our City has a very complex benefit system with employees represented by 16 unions and retirees (both early and Medicare eligible) who receive an employer premium contribution. The City selected OutsourceOne through an open market request for proposal process. OutsourceOne's platform serves our on-line enrollment process, payroll deduction, retiree billing, carrier payment, all flexible spending accounts, an HRA, and COBRA. The platform also serves as a sole source for our employees to get all their benefit information.

Since partnering with OutsourceOne, we have greatly improved the accuracy on all payroll deduction, carrier billing and payment, and reduced paper work by over 80%.

More importantly, our employees have become much more involved and knowledgeable about their benefits by being able to visit an on-line site (Benefit Ready) for all of their benefit information including life, dental, disability, FSAs, and health. And, the number of employees participating in open enrollment increased to over 90% when switching to the OutsourceOne platform.

OutsourceOne worked many months with us prior to going "live" to develop a platform that addressed all the items in our complex system. The result has been an interactive, streamlined process that has allowed us to improve all of our services to our retirees, employees, and insurance carriers. We have an outstanding account manager from OutsourceOne who has an excellent support staff. When issues arise or changes need to be made, things are handled in a prompt and professional manner.
