DCH Health System

Our employees were submitting paper receipts to Human Resources for bi-weekly processing. HR staff reviewed the receipts to ensure IRS compliance, entered the data into leased software, provided our Finance Department with a check register and then scanned the processed documents into an optical system. This process was not only consuming valuable HR staff time, it also required employees to pay expenses on the front-end and wait two weeks for reimbursement. Although we had researched debit card feasibility in the past, we weren't able to integrate cards with the adjudication software.

OS1 assumed responsibility for our spending accounts September 2010. We elected to transition mid-year to allow participants the time to develop a comfort level with debit card usage thereby allowing staff to endorse the change during our annual open enrollment.

Staff at OS1 was with us all the way, from participating in our annual wellness fairs to providing branded materials to help our communication efforts.

 

2011 enrollment numbers tell the story. We increased spending account participation by 38% while saving employee/employer dollars on FICA savings. Employees appreciate the ease of the debit cards and no longer are concerned about having cash in hand to pay for prescriptions and/or office visits.

HR staff now is able to play a more active roll in strategic initiatives.
